Bhutan enforces national dress code as part of the Driglam Namzha (code of conduct), which doesn't run smoothly with Nepalese ethnic citizens and human rights organisations. Long robes staves off the colder months and, year-round, some must wear sashes to denote their position in society. The only comparable thing we have in the West is Gok Wan.
